About the CTI
The COVID Transition Initiative (CTI) is an informal, independent, multi-stakeholder group that brings together leading clinicians, public health experts, behavioural scientists, patient representatives, and policymakers from across Europe. It was created to support the shift from the acute pandemic response towards the long-term, sustainable management of COVID as a recurring respiratory threat.
The CTI provides a structured forum for experts to examine the ongoing impact of COVID, identify practical barriers to vaccination, and generate evidence-based insights to inform decision making and strengthen protection for vulnerable populations.
Its work focuses on issues where independent expert perspectives can add value to national and EU-level discussions: uptake, disease burden, system readiness, and the integration of COVID vaccination into routine programmes.
The initiative was established with financial support from Sanofi. All CTI outputs remain the independent opinions and responsibility of CTI group members.
The CTI is organised to ensure clear leadership, focused contributions, and efficient use of members’ time. The group is co-chaired by senior public health experts and operates through three workstreams that correspond to its core priorities: Adoption, Awareness, and Access. Each workstream is led by a designated expert responsible for guiding discussions and shaping outputs within their area.
CTI members include clinicians, behavioural scientists, public health specialists, patient representatives, and policymakers from across Europe. They participate based on their expertise and interest in specific workstreams, allowing the group to draw on a broad range of insights while keeping responsibilities manageable for individuals.
